The above article in today’s edition of the STAR brings great news to Selangor consumers.

However, the second paragraph of the report:

Those whose supply is linked to bulk meters – including flat, apartment and condominium dwellers – will not enjoy the free water just yet

is of great concern.

It must be noted that currently, dwellers of flats, apartments and condominiums are already paying a much higher rate for their water supply as compared to the dwellers of landed property. Come June, there will be even greater differences between the dwellers of these stratified properties compared to landed.

The decision, he said, was to lessen the burden of the people, especially those in the lower income group. (quoting the MB)

The second point to note is that most of the lower income group in our communities live in high rise – flats and apartments. These are the group that should rightly benefit – but unfortunately, it will not be so for a while yet. There are over 500 such properties in Selangor alone with more coming up. Multiply each stratified property by 300 units with each unit having on average 4 people living there: we are talking about many, many rakyat who will miss out on this great gesture of the government.

However, this problem can easily be solved. This is an issue that the newly elected state government probably have overlooked or are still studying. Currently the stratified property dwellers are paying a much higher rate for their water consumption compared to landed property dwellers. (ie RM1.38 per cubic meter compared to 57sen). The previous government, under pressure from the consumers had decided that the stratified property dwellers should also pay 57 sen. However, it would mean that the current bulk meters would have to be converted to individual meters.

The catch was, the management of the stratified property had to apply to SYABAS for this conversion. And before the conversion can take place, all 100% of the owners of the stratified property had to agree to the conversion to individual meters.

Many management companies (which in most cases are the developers themselves) would not want to convert as some are charging the residents extra for the water consumption. And even in cases where the management has applied to SYABAS, it is almost impossible to get 100% of the residents to agree. Many owners of these units in stratified properties are investors who are not really bothered about these “minor” issues. Thus, the previous governments good intentions have infact been frustrated by bureaucracy – or perhaps this was their intent in the first place anyway.

I would therefore appeal to the current state government, to solve this problem. It should be legislated for the conversion of bulk meters to individual meters be mandatory upon SYABAS. Thus, SYABAS will have to convert all the bulk meters to individual meters for the existing properties and for the new properties it would be individual meters right from the start.

With the conversion being made mandatory than ALL THE RAKYAT would benefit equally irrespective of the kind of dwelling.

In the meantime, whilst this issue is being handled, I commend the MB and the state government for this bold move of giving free 20 cubic meters of water. I urge all consumers to appreciate this gesture and value it by not wasting water but using it properly and with respect.

This free water will be applied only to Selangor? Does it cover Kuala Lumpur and Putrajaya? A response from SYABAS would be greatly appreciated.

Tanah runtuh di Taman DesaminiumTahun 2008 telah menjelma, namun masalah tanah runtuh di Taman Desaminium ini telah berlaku dari bulan Oktober 2007 sehingga kini masih belum dibaiki oleh pihak Pemaju Desaminium Jaya Sdn Bhd. pihak kami telah memaklumkan kepada pihak YBR namun sehingga kini masih tiada tindakan diambil untuk membaik pulih tanah yang runtuh ini.

Masalah ini bukan sahaja berlaku di Desaminium Rimba (Blok Keruing) tetapi juga berlaku di Desaminium Flora (ditepi pagar menuju ke Rimba). Persoalannya sekarang tanah runtuh ini berpunca dari larian air yang tidak betul dari tapak projek Desaminium Jaya yang telah merosakkan longkang di hadapan Blok Keruing, jadi siapakah yang harus menanggung kos baik pulih ini? Adakah Desaminium Jaya atau wang Maintenance charges yang digunakan. pihak kami akan meminta pandangan dari pihak berkuasa berkenaan masalah ini bagi mengelakkan penyalahgunaan wang maintenance charges oleh pihak berkenaan.

Di hadapan Block Keruing, tanah runtuh ini telah menyebabkan struktur tanah itu memenuhi longkang dan menyebabkan aliran longkang tersekat. Air bertakung sehingga berwarna hijau dan mengeluarkan bau busuk. Ini berbahaya kerana boleh menjadi tempat pembiakan nyamuk aedis.

Di Flora pula tanah runtuh ini telah merosakkan struktur pagar dan boleh menyebabkan ianya tumbang. siapakah yang harus menanggung kos baik pulih pagar ini? sekiranya pihak YBR bekerja menjaga dan mengurus bangunan kita ini dengan efisyen sudah tentulah mereka sudah menangani masalah ini dari mula lagi. bukannya menunggu sehingga pagar sudah tumbang atau longkang sudah tersumbat baru nak dibaiki.

No acess to KL-Putrajaya/Cyberjaya Dedicated Highway

Seri Kembangan folks will not get access to new highway

NO ramp will be built from the KL-Putrajaya/Cyberjaya Dedicated Highway into Seri Kembangan, Serdang MP Datuk Yap Pian Hon said.

The application for the ramps to be built, linking Seri Kembangan to the highway, was rejected by the Works Ministry.

Yap said he received the news from the ministry through a letter dated May 17.

“I brought up the subject on the need for a ramp linking Seri Kembangan to the highway in Parliament some months ago.

“The ramps will help disburse the heavy traffic flow on Federal Route 3215 (FR 3215, also known as Jalan Besar Seri Kembangan) and Jalan Putra Permai,” Yap said adding that Puchong MP Lau Yeng Peng supported his appeal for ramps linking FR 3215 to the highway.

Yap said the ramps were viable for the highway concessionaire because more cars would use the highway.

Yap said the highway bypassed Seri Kembangan with the Serdang constituency on one side and Puchong on the other.

“The population on the Serdang side is about 20,000 while Puchong’s numbers stand at 50,000,” he said at his office in Pekan Seri Kembangan recently.

Yap said he was confident that the traffic congestion problem on FR 3215 would be greatly reduced if the ramps were built.

“The number of accidents on FR 3215 is quite high with 916 accident cases reported in 2006.

“I am disappointed that the ramp proposal has been rejected because it was a sure way of easing the traffic congestion here,” he said.

Yap hopes the ministry does not totally set aside the idea and would one day consider the proposal.

“Lau and I will continue to push for the ramps to be built,” Yap said, adding that it was estimated to cost RM55mil to build the ramps.

On another subject, Yap said the proposal to upgrade FR 3215 by the ministry was not considered by the Economic Planning Review under the 9th Malaysia Plan (9MP).

“The FR 3215 needs to be up-graded as the traffic flow is heavy. I hope the application to upgrade FR 3215 will be considered in the 9MP mid-term review,” Yap said.

Update on signature campaign for covered motorcycles parking

PreMC managed to collect an overwhelming numbers of signatures… TWO. He he he… Desaminians dont want covered parking for their motorbikes? Or the time is not right? But there are a lot of motorcycles and cars in the parking lots, meaning there are a lot of residents at home… but the turn out was sad indeed.

OK moving on…. this is where residents park their motorbikes… and this morning there was heavy rain.

Over at YBR office, the staff gave themselves special treatment with covered parking.

YBR staff park their motorbikes under 'covered' parking.. and get away with it.

And they get away with it without any warning from security….. Why???
The residents who own the units are told they can’t park their motorbikes at non-designated parking lots and yet the non-residents of YBR staff can just park anywhere they wish?

Water dripping from unit above

Webmaster has received an email from one resident who had highlighted that sometimes excess water from watering plants and/or wet clothes from upper units create problems for lower unit owners. What I like about the content of the email is that, instead of blaming the offending owners of the upper units, the affected owner politely end his email with this nice sentence: “So any suggestion to overcome this problem?”

So here you go Desaminians… don’t just read this post. Help us with ideas how to overcome this problem so that we can make Taman Desaminum a better place to live.

I will start with two suggestions:

1. All units owners should make sure their newly washed clothes are free from dripping water before drying them on the balcony. If maids are doing the house chores, then they should be properly educated by the unit owners.

2. Unit owners should not water their plants too much. Not only this can save water but also avoid any unneccessary inconvenience to the neighbour in the lower units.

Utusan Malaysia : Negeri diberi kuasa lantik pesuruhjaya bangunan

PUTRAJAYA 28 Nov. – Kerajaan negeri akan diberi kuasa untuk melantik pesuruhjaya bangunan bagi melindungi kepentingan pembeli bangunan bertingkat daripada tarikh serah kunci hingga penyerahan Hak Milik Strata, kata Datuk Seri Najib Tun Razak.

Menurut Timbalan Perdana Menteri, perkara berkenaan terkandung dalam Rang Undang-Undang Bangunan dan Harta Bersama yang akan dibentangkan di Parlimen, bulan depan.

Beliau berkata, melalui Rang Undang-Undang Bangunan dan Harta Bersama, ia akan membolehkan pihak berkuasa negeri melantik pesuruhjaya bangunan sebelum perbadanan pengurusan diwujudkan.

‘‘Jika selepas ini kunci sesebuah projek telah diserahkan kepada penghuni dan didapati penyelenggaraan projek menimbulkan banyak masalah, maka keadaan itu boleh diatasi dengan kerajaan negeri melantik seorang pesuruhjaya bangunan bagi menentukan pengendalian bangunan dengan sempurna,” katanya.

Beliau berkata demikian kepada pemberita selepas mempengerusikan Mesyuarat Majlis Negara Bagi Kerajaan Tempatan kali ke-56 di sini, hari ini.

Hadir sama ialah Menteri Perumahan dan Kerajaan Tempatan, Datuk Seri Ong Ka Ting.

Mengenai pelantikan pesuruhjaya bangunan, Najib berkata, kerajaan negeri akan membuat keputusan mengenainya dan ia juga boleh melibatkan yang dipertua pihak berkuasa tempatan (PBT) atau seseorang yang layak.

Namun, katanya, jika yang dipertua dilantik sebagai pesuruhjaya bangunan, ia perlu mempunyai pasukan di bawahnya yang akan memeriksa bangunan bertingkat itu.

Pesuruhjaya bangunan itu, kata Timbalan Perdana Menteri, akan membantu menyelesaikan apa juga perkara yang menimbulkan ketidakpuasan di kalangan pembeli.

Pada sidang akhbar itu juga, Najib berkata, enam rang undang-undang yang berkaitan akan dibentang di Parlimen bulan depan bagi membolehkan kerajaan menguatkuasakan Sijil Penyiapan dan Pematuhan (CCC).

Enam undang-undang itu terletak di bawah tiga kementerian iaitu Kementerian Perumahan dan Kerajaan Tempatan, Kementerian Kerja Raya dan Kementerian Alam Sekitar dan Sumber Asli.

Menurutnya, CCC yang dijangka dilaksanakan dalam tempoh 18 bulan selepas enam rang undang-undang itu diwartakan, akan menggantikan Sijil Kelayakan Menduduki (CFO) yang diguna pakai sebelum ini.

Bagaimanapun, katanya, CFO akan terus digunakan untuk projek yang sedang berjalan dan bagi menentukan CCC berkesan, semua kerajaan negeri diingatkan syarat-syarat seperti kuota bumiputera bagi perumahan kos rendah hendaklah diputuskan sebelum pelan bangunan diluluskan.

Additional security for your unit

This posting has been posted in the old version of Desaminium.com but is posted here again to remind residents about the importance of additional security measures, especially for the upcoming festive holidays. We have to take these additional steps on our own to ensure no further burglary takes place.

Additional security lockHere is what we can get to provide further protection to our property. The owner at the hardware shop explained that the alloy steel used in the construction of this safety gadget is very strong unlike the steel that is used for our grill. It looks stronger and this grill lock can be placed on top of the grill which is a little hard to reach if someone attempted to break into our house…at least that is what the theory is.

Additional security lockWebmaster had purchased one of this locks and it only cost RM15, excluding the padlock. Different shops may sell at different prices though. It doesnt hurt to buy and install another one of this cheap stuff so that if someone still try to force open our grill, the thief would have to work double hard.

We hope this would help to provide another option for all residents to consider which can at least put a deterrant factor at the front door to avoid any untowards incidents especially in the coming festive season holidays.
