KUALA LUMPUR: Developers will now have to repair any defect in houses detected within two years of handing over vacant possession to housebuyers. Previously, the warranty period was 18 months.

This is one of the benefits that consumers will enjoy with the enforcement of the amendments to the Housing Development (Control and Licensing) Act 1966 from Dec 1.

Any defect, shrinkage or other faults in the building have to be repaired by developers at their own cost within 30 days of having received a written notice from buyers.

Such faults include defective workmanship or materials, or if the building has not been constructed in accordance with the plans and description as specified.

Housing and Local Government Minister Datuk Seri Ong Ka Ting said the changes to the Act, which came into effect from Dec 1, were made to protect housebuyers from irresponsible developers.

“There are black sheep but we cannot let this happen, even if the number is not that big.

“The amendment to the Housing Development (Control and Licensing) Act, which is the principal or parent Act, was done on April 12 this year. The regulations gazetted on Dec 1 bring all provisions into conformity under the Act.

“It includes new features such as the introduction of two new Schedule I and Schedule J catering for the Build-then-Sell (10:90) concept.

“The scheduling is vastly different for the current conventional way of selling houses.

“There is also no 5% retention fee so the onus is on developers to be responsible in building and delivering a quality property to buyers in order to collect payment.”

Ong said the Build-then-Sell concept remains optional to developers instead of mandatory.

This parallel system will be observed for a period of time.

As it is, he said, only companies that are financially sound are able to adopt the new concept.

On the extended warranty period for defects, Ong said the increase to 24 months was a period acceptable to both housebuyers and developers after the ministry’s technical team had evaluated feedback from both parties.

Significant changes include a requirement for developers to deliver vacant possession to buyers that must be supported by a Certificate of Completion and Compliance (CCC) certified by registered architects that a building is safe and fit for occupation.

Previously, when developers handed over vacant possession of a property, the keys were given to buyers for inspection.

But buyers could not move in until the Certificate of Fitness (CF) was issued by the local authorities, which could be several months later.

Also for strata titles (applicable under Schedule H for apartments, condominiums, flats and townhouses), a crucial change is the mandatory enforcement of the Fifth Schedule in the sale and purchase (S&P) agreement on what buyers can expect to pay besides the cost of their individual unit, including service charges.

Taman Desaminium Rimba and Flora residents and Jusco AEON Taman Equine staffs had a great time together today in the carnival jointly sponsored by Jusco AEON Taman Equine and Surau Raudhatul Ilmi.

There were a lot of activities carried out and shown below are some of the photos taken during the day.

The Webmaster will post more photos and videos in the next few days with full reports from the committee.

The day started with an aerobic session for the residents.

Which were later joined by the group from Jusco AEON Taman Equine

We had gotong royong at the Surau Raudhatul Ilmi Taman Desaminium.

We planted some fruit trees around the surau compound.

The children were having fun with colouring competition.

The residents were checking their health and Body Mass Index (BMI) at the booth setup by nurses from pusat kesihatan.

There was an information booth and display to educate the residents on the danger of aedes mosquitoes.

The clown had a busy day with the kids as well….

The residents and Jusco AEON staff showed their soccer skills in the street soccer competition…..

and coconut bowling competition…..

The highlight of the day was the Tarik Tali competition between the Taman Desaminium residents and the Jusco AEON Taman Equine personnel.

The videos are being edited and will be uploaded to YouTube as we progress and will be posted here as soon as possible.

We would like to thank the residents of Taman Desaminium, Surau Raudhatul Ilmi committee members, the staff of Jusco AEON Taman Equine and their management, and everyone involved in the carnival. We are hoping that similar events will be organized in the future to foster closer relationships among the residents and surrounding community members. We are also hoping more residents will join future activities organized by Surau Raudhatul Ilmi, Taman Desaminiumm Rimba.

Satu Majlis Gotong Royong dan Karnival Penduduk Taman Desaminium, anjuran bersama PreMC, Surau Raudhatul Ilmi dan Jusco Taman Equine, akan di adakan seperti berikut:

Setelah hampir setahun menunggu jalan “Roller Coaster” untuk dibina, akhirnya ianya telah pun siap sepenuhnya. Dan kini menunggu masa untuk dibuka dengan rasmi oleh pihak Talam Corporation. Jalan ini akan menghubungkan Jalan Utama dari Puncak Jalil ke Lebuhraya Bukit Jalil (bersebelahan SIRIM).

Dengan pembukaan jalan ini akan menjimatkan masa bagi pengguna yang ingin pulang dari arah Bukit Jalil ke Taman Puncak Jalil (dianggarkan mengambil masa lebih kurang 2 minit) berbanding keadaan sekarang yang perlu mengambil masa lebih kurang 20 minit kerana terpaksa berpusing ke Bandar Kinrara.

Buat masa ini masih terdapat banyak blok batu yang diletakkan bagi menutup jalan ini dari dilalui oleh sebarang kenderaan. Namun bagi pengguna motorsikal masih boleh melalui jaan ini kerana terdapat ruang untuk melepasi halangan tersebut. Harapan kita semua agar jalan ini dapat dibuka secepat mungkin bagi mengurangkan kesesakan yang mula dirasai di Bandar Kinrara.
